Winchester Man Arrested on Several Counts

On December 11, 2019 Deputy Daniel Garrison and Deputy Craig Labaj were dispatched to a residence on Morris St. in Winchester in reference to a disturbance with shots fired. According to victim and witness statements a verbal altercation occurred in which the suspect Arrell Farmer, age 36 of Winchester, made several threats towards the victim and other family members. Farmer left the scene and returned a short time later armed with a rifle and pointed it at the victim and another family member. The victims retreated into the residence and called 911. The victim then stated they heard four shots fired. Farmer left the scene immediately after firing the gun. Sheriff Gober, Chief Deputy Brian Slaughter and additional deputies arrived in the area. Sheriff Gober spoke with Farmer by phone and convinced Farmer to turn himself in. Farmer returned to the scene a short time later and was arrested without incident. During a search of the area Farmer was said to be standing when the shots were fired Detective Rick Harvey found two .223 caliber shell casings, however the firearm was not located. It is believed Farmer hid the firearm away from scene prior to deputies' arrival. Farmer appeared before Judge Bruce Anderson on December 13, 2019 for a First Appearance hearing. Farmer was charged with a Terroristic Act, Possession of Firearm by Certain Persons and 5 counts of Endangering the Welfare of a Minor. Judge Anderson set Farmer's bond at $40,000. Farmer bonded out of jail on December 13, 2019.
